Fiberglass it on top and then wrap it?

I wouldn't. just glue the vinyl over the top. i'm using the fiber glass to reinforce the under side.

Thanks for posting this, my upper dash panel cracking went from a small hairline near the edge to a section separated from the rest. I'm gonna try this rather than pay $300 or higher for a used one or (if i'm lucky enough) a new one.

if you buy used it'll likely break when you put it in. and a new one if you can find one is worth more than its weight in gold
